SUBJECT: Topics for the Killian Committee
1. As agreed, I am submitting this paper to you in
draft form.
2. You will note that there is implicit in some of
the statements a rather sharp criticism of Agency practices.
These are points which have been made in our talks with key
people on this subject, and - I think most of them are valid
and represent a healthy attitude. Whether they should
necessarily go to the committee is a question I cannot very
well decide.
3. I will put this in final form after you have
crossed out any of the sections you think unnecessary.
