It is my opinion that the Agency must not allow this progra t
lang. To do so would be unfair to those already contacted in accordance
with the policy timetable who have cooperated with the policy. In addi-
tion, I consider it imperative that we determine as quickly as possible
the extent of refusals to cooperate after Retirement Board review. This
will be an Important factor in determining whether the Agency's retirement
policy can in fact be carried out without being linked to a c ?ouls-)ry
system.
