1. 1 believe your memorandum of 12 March 1965 to the Deputy
Directors is a step in the right direction. The Agency Retirement
Board discussed the current situation at considerable length at its
meeting on Friday. 12 March, at which was present
of his out-placement plans. In general, our thoughts were

least, felt that the Office of Personnel should participate to a greater
extent in the action of the Deputy Directors than is suggested in para.-

Z. With regard to the proposal in paragraph 7b, the Retire-
Board has given extensions for the purpose of enabling, satis-
factory employees to qualify for hospitallsation and insurance benefits
on retirement. I have not been able to check the record in Mr.
I bseence so I am not sure we have done so in all cases,
but if not f believe the board would be highly receptive to the policy
in that paragraph.
