1 A headquarters notice dated 5 January 1960, which set up our Retirement
Board, said; "The Board will act on the understanding that it Is the practice In this
Agency that an employee will normally retire when he bccomcs eligible for retire-
ment unless he is asked to remain In service, In reaching decisions the Board will
give full consideration to the personal plans, preferences. and circumstances of
each employee .
2. it cvtme as no surprise to us that many employees felt that we had changed
the ,ground rules on them without sufficient prior notice, and there was, of course,
some justification in their position. It is true that we have pressured employees to
retire when eligible and in many of these cases they would not have otherwise done
so until they reached maand&tury retirement age. At the same time, we have tried
to negotiate a mutually acceptable date with the individual employee when retirement
as soon as eligible would work a lu rdship on him and when his services could con-
tinue to he used to good advanta4 e . While we have had some rather difficult cases,
save have been able to work out most of them and have not yet resorted to involuntary
s partition to force retirement wham eligible with full annuity.
