The minutes of the last meeting of the Board were reviewed and approved as presented. 2. The Board reviewed 31 cases of employees who had been nominated for designation as participants in the CIA Retirement and Disability System and took action as follows: a. Recommended designation as participants and approval of retire- ment of the following named employees with the understanding that the retire- ments would become effective on or about the dates as indicated: 25X1A9a Type of Retirement Effective Date Voluntary 30 Sept 19 5 Mandatory 28 Aug 1965 Mandatory 30 June 1965 Mandatory ASAP b. Recommended designation as participants of the following named employees: d. Recommended that the cases of the following named employees be tabled on the basis that there was not sufficient evidence to support that portion of the claimed qualifying service which was performed in the United States? This was done with the understanding that such cases could be pre- sented at a later date if considered urgent and if individually supported with a detailed explanation of the actual conditions of service: e. Recommended approval of the request for voluntary retirement as received from the following named participant: 3. During the review of the mandatory retirement cases indicated above, 25X1A9a the Chairman querried as to the latitude the Agency had in setting the effective dates of these and any future mandatory retirement cases. 25X1A9a replied that in his opinion it would be necessary to request the Director to approve any case that represented an extension beyond the manda- tory retirement age as prescribed by statute. After discussion of this matter, the Board was unanimous in its recommendation that the Director of Central Intelligence be requested to delegate authority to the Director of Personnel to grant extensions for periods of time up to twelve months in those mandatory retirement cases where such extensions were required for the orderly conduct of business and which were essentially for the convenience of the Agency. 4. While reviewing several of the above cases which were submitted on the basis of some claimed qualifying service performed in the United States, it was observed that certain of the Board members and its advisers did not possess the kind of clearance that would be required in connection with the review and discussion of certain types of cases as would be presented in the future. The Chairman agreed that this did create a problem and that he would look into the matter of obtaining proper clearances for those who needed them. 5. During the course of the meeting ade a suggestion to the25X1A9a Chairman that some appropriate ceremony be arrange or the first employee to be retired under the Agency system and that some general participation be offered to Agency employees. The Chairman replied that he thought this was an excellent suggestion and that he would proceed toward that objective. Copies of a draft of the Employee Bulletin and Comparison Chart were distributed to the Board members and its advisers for their review with the suggestion by the Chairman that any constructive changes or comments would be appreciated. The Chairman indicated that this would constitute the major item on the agenda for next week's Board meeting. 7.
