The minutes of the last meeting of the Board were reviewed and approved as presented. 2. The Board reviewed 67 cases of employees who had been nominated for designation as participants in the System, and 2 requests for voluntary retirement. It took action as follows: a. Recommended designation as a participant in the System and approval of retirement of the following named employee: Type of Retirement Effective Date Mandatory 31 October 1976 b. Recommended designation as participants of the following named employees with 15 or more years of Agency service, provided they would elect to remain in the System if so designated: Approved F T Approved For Release 2001/07/16 c. Recommended designation employees who will complete 15 years 25X1A9a 5 January 1966 2 April 1966 23 January 1966 30 May 1966 22 May 1966 Recommended the following named employees for designation participants in the System: 25X1A9a e. Recommended approval of the requests for voluntary retirement received from the following named participants: Effective Date 30 December 1965 25X1A9a 30 December 1965 3. The Chairman presented a redraft of a memorandum for Heads of all Career Services which would provide clarifying information relative to the 25X1A criterion in that an employee with 15 or more years of Agency service must Wave a east 60 months of qualifying service to be eligible for participation in the System. After discussion of this matter and with the acceptance of several suggested changes in paragraph l.b., the Board was unanimous in its approval of such memorandum. 25X1A 4. The Chairman requested comments on the following proposed addition to paragraph b.(11) (c) of which had been previously submitted to the Board members for review: "It is intended that the 'unique skills and knowledge' and 'highly classified duties' in (1) and (2) above will be interpreted to include only most unusual situations within the Agency. It is anticipated that the re- strictive interpretation intended to be applied to this subsection will result in only an occasional rare case being accepted hereunder. The pro- visions of this subsection will be utilized in determining 'qualifying service' only where retirement action, whether voluntary or involuntary, is impending ." Approved For Release 2001/07/16 : CIA-RDP78-03092A000200080001-8 T8-03092A000200080001-8 as participants of the following named of Agency service on the dates indicated: 2 January 1966 5 February 1966 14 February 1966 T 25X1A9a Approved For Release 2001/07/16 : Cl) E T OLM The Chairman emphasized that the provision contained in paragraph b.(11)(c) was in contemplation of imminent separation from the Agency and that it pertained only to the placement of an individual at a distinct dis- advantage in obtaining other employment, but that the regulation as written did not state this fact with any precision. He stated that the purpose of the proposed addition to paragraph b.(11)(c) was to clarify the matter in order that Agency employees would not be misled into misinterpretations. also stated that the purpose of the proposed addition was to pro- ication of the Regulation. After discussion of this proposed addition to the Regulation, the Board was unanimous in its acceptance. 5. Mention was made by the Chairman that he had been given an advance copy of the Presidential Committee's report on the unification and consoli- dation of government retirement systems. He stated that he thought the Board members should be fully cognizant of the provisions of such report and of its protections, at least initially, with regard to the Agency retirement system. It was agreed that a Special Meeting of the Board would be held for this purpose at 10:15 a.m., on 17 December 1965. 6.
