The attached memorandum contains my observa- tions regarding the above subject. They boil down to the point that the Agency has not complied with P. L. 88-643 in its approach to the determination of qualifying service criteria. Z. Uwe undertake to go back to the Congress for clarification of the Act, I em afraid they will just send us back to do our homework. There are plenty of guidelines in the Act for the establishment of criteria. and those guidelines do not in anyway place limitations on the geo- graphic location of the employee.
