The minutes of the last meeting of the Board were reviewed and approved as presented. 2. The Board reviewed 26 cases of employees who had been nominated for designation as participants in the System, 1 request from a participant for voluntary retirement, and 2 requests from participants for disability retirement. It took action as follows: a. Recommended designation as participants of the following named employees who have completed 15 years of Agency service: 25X1A9a b. Recommended designation as a participant in the System and approval of retirement of the following named employee: Type of Retirement Effective Date Mandatory 30 November 1967 Designation recommended with the proviso that formal personnel action be suspended pending receipt of approval from the Director of the Director of Logistics' request for an extension of his service beyond mandatory retirement age. d. Recommended approval of the request for voluntary retirement received from the following named participant: Effective Date 31 July 1967 e. Recommended approval of the requests for disability retirement received from the following named participants: Effective Date 25X1A9a upon expiration of sick leave. 25X1A9a 25X1A9a 25X1A9a Upon expiration of sick leave. 3. The Chairman presented to the Board the case of a artici ant who is now subject to the 15th Anniversary Review. At the time was approved for participation in the System he had completed 50 months and 17 days of qualifying service and had a year and a half in which to get an additional 9 months and 13 days. wa25X1 A9a at that time scheduled for an overseas assignment with WH Division in the this assignment did not materialize. Although however f 1966 , ; summer o 25X1A9a is now scheduled for an overseas assignment in July or August of this year he will not complete 60 months prior to his 15th anniversary, 7 July 1967. After considerable discussion involving the problems of taking a man _o S stem only to have him put in again in a relatively short 25X1A9a period, suggested that what is needed is a technical examina- 25X1A9a tion, by office and by the Director of Personnel, of the feasibility of dealing with this administratively. agreed an25X1A9a 25X1A9a suggested that he, Mr. Echols and Mr. Houston look at this dilemma to see if there is a solution. pointed out that the Board has until 25X1A9a July, the date of 15th anniversary, to act on this case. The Chairman next presented the case of who has appealed her designation as a participant and has requested a she be removed from the System and returned to the Civil Service Retirement Sys- 25X1A9a tem. request was based on her desire to remain employed for an - 2 - Approved For Release 2001/07/12 : CIA-RDP78-03092A000300200001-3 S E C R E T Approved For Release 2001/07/12 : CIA-RDP78-03092A000300200001-3 additional two years until age 62, since under the CIA Retirement System she would be required to retire in October 1967 at which time she will be 25X1A9a 60 years old. Since does not have 15 years of Agency serv- ice, she was not entitled to an election; therefore, this was her first opportunity to express her desire not to remain in the Agency System. 25X1A9a and Mr. Echols suggested that in view of the shortage of cleri- cal personnel in NE Division, as stated in the memorandum from the Head of her Career Service, and the fact that she has been approved for another two-year tour of overseas service, it would be equally proper or desirable to request an extension under the Agency System. agreec25X1A9a to submit this case to the Clandestine Services Career Service Board to determine if they were agreeable to a request for extension under the Agency System. 25X1A9a 25X1A9a 5, presented to the Board the case of 25X1A9a which was discusse at the 28 February 1967 Board meeting. 1A9a Wequested th oved from the System and returned to the Civil 25X1A9a Service System. based this request on her misunderstanding at the time she exercised her 15 year right of election as to when she would be required to retire under the mandatory retirement provisions of 25X1A 25X1A9a withdrew this case at that time for reconsideration y e Clandestine Services Career Service Board to determine if they would recommend an extension under the Agency System. In subsequent correspondence with 25X1A9a the Clandestine Services offered her priority assignments which i s e a accepted would have permitted her Career Service to request an extension under the Agency System. However, she again expressed her desire to accept a previously offered assignment, at a post not considered a priority assignment by her Division Chief, and to return to the Civil Service Retire- ment System. The Board agreed that in view of her misunderstanding regarding her mandatory retirement date and her desire to return to the Civil Service System that she be removed from the Agency System and restored to the Civil Service System. 6.
