The minutes of the eighty-seventh meeting of the Board were reviewed and approved. 2. The Board reviewed 5 cases of employees who had been nominated for designation as participants in the System, and 2 requests from participants for disability retirement. The Board took action as follows: a. Recommended designation as participants of the following named employees who have completed 15 years of Agency service: 25X1A9a b. Recommended designation as a participant of the following employee who will complete 15 years of Agency service on the date indicated: 25X1A2e 1 September 1968 c. Recommended approval of the requests for disability retirement received from the following named participants: 25X1A9a 25X1A9a Upon expiration of sick leave Upon expiration of sick leave 3. The Chairman informed the Board that the Director of Personnel was forwarding the case of to the Director with his concurrence in the Board's recommendation for extension until 31 July 1969 and he was further recommending that there should be no further extension in this case. The Board next considered the case of a par- 25X1A9a ticipant in the CIA Retirement System, who had requested that her currently scheduled retirement date, 30 June 1968, be deferred until 26 July 1968. The basis for this request was to allow her accrued annual leave to be paid at the increased rate scheduled to be effective 14 July 1968. After discussion of this case and the realization that there were 13 other employees scheduled to retire prior to the pay increase who would also benefit from a similar exten- sion, the Board unanimously recommended that the Director of Personnel present this problem to the Director for his decision. The Board further recommended that this memorandum not deal with this particular case but should deal with 25X1A9a the total number of employees that would be retiring before the pay increase. Therefore, the Board deferred the case of pending the Director's 25X1A9a decision on the above memorandum. recommended that extension beyond January 1970 not be approved. ne boar mously recommended that retirement be deferred until 10 January 1970 and that extension beyond that date should not be approved. The Board noted that will complete 60 months of qualifying service in August 1969 and at that time would meet the criteria for designation as a participant in the CIA Retirement System. The Board stated that the record should reflect that her age at that date should not disbar her from acceptance in the System. 6. The Board next considered a request from the Director of Communications 25X1A9a that currently scheduled retirement date, 31 October 1968, be deferred until 31 December 1968. The basis for this request was desire to have her accrued annual leave payment paid in calendar year 1969 in order to reduce the income tax which she must pay on her 1968 income. The Board unanimously recommended that in view of the small amount of annuity that the requested extension be approved based on grounds of financial hardship. 25X1A9a 7. The final case considered by the Board was a request from - requesting that his currently scheduled retirement date, 31 December 1968, be further deferred until 11 April 1969. The bases for this request were: (a) a statement that this postponement would assist in a more orderly transfer of duties and training of replacement; (b) considerable reduction in taxes on his accrued annual leave payment. The Board noted that would not gain any tax advantage by the extension since retirement on either date would mean 25X1A9a payment for accrued leave in calendar year 1969. The Board unanimously recom- mended that request for deferment of retirement be disapproved. 8.
