1. The minutes of the ninety-ninth meeting of the Board were reviewed
and approved as presented.
2. The Board reviewed 8 cases of employees who had been nominated for
designation as participants in the System, 3 requests from participants for
voluntary retirement, and 1 request from a participant for disability retire-
ment. The Board took action as follows:
a. Recommended designation as a participant of the following named
employee who has completed 15 years of Agency service:
b. Recommended designation as participants of the following named
employees who have completed at least 5 years of Agency service:
c. Recommended approval of the requests for voluntary retirement,
on the dates shown below, received from the following named parti-
cipants:
- 31 December 1968
- 31 December 1968
- 30 June 1969
d. Recommended approval of the request for disability retirement,
effective upon expiration of sick leave, received from the following
named participant:

3. The Board next considered the case of who had
been nominated for participation in the CIA Retiremen ystem base partially
25X1A9a on domestic qualifying service. - has signed an application for
voluntary retirement to be effective 30 June 1969 if he is approved for
25X1A9a participation in the System. - has performed 7 months and 5 days of
overseas service. The Board concurred in the findings of the Clandestine
25X1A9a Services Career Service which concluded that service during the
following periods involved the continuing practice of clandestine tradecraft
in connection with the development, guidance and conduct of clandestine
operations overseas and was of such sensitive nature that the details of his
work could not be divulged outside the Agency.

b. From April 1954 to November 1961 as Case Officer and Branch

The Board concluded that based on the entire record of his Career,
has performed 60 months of qualifying service under the statute and
regulation. The Board thereby recommended that - be approved for
participation in the System and that his request for Voluntary Retirement also
be approved.
4. The Board also considered the nomination of for
25X1A9a participation in the CIA Retirement System based partially on domestic qual-
ifying service, has signed an application for voluntary retire-
25X1A9a ment to be effective 31 March 1969 if he is approved for participation in the
System. has performed 51 months and 6 days of overseas service.
The Boar conc u'e that during the following periods of service the nature
25X1A9a of domestic duty performed by involved on a continuing basis the
direct management and conduct of covert operations abroad:
a. From September 1955 until April 1959 as Deputy Chief and Acting
Chief, SE Division,
b. From April 1959 until May 1967 as Acting Chief, Deputy Chief,
and Chief, Africa Division.
The Board concluded that based on the entire record of his Career,

for participation in the System and that his request for Voluntary Retire-
ment also be approved.
5. The next case was presented to the Board by Mr. George Meloon. This

under the CIA Retirement System based on 60 months of domestic qualifying
service. The period of service for which sked consideration
was from 1960 to 1966 while he was assigne as contracting officer in 25X1A9a
OSA/DDS&T. The Board was given copies of a memorandum from and
Mr. Meloon further briefed the Board on the nature and scope of 1A9a
duties during this period. Based on the information submitted and the infor-
mation presented orally by Mr. Meloon the Board concluded that this service
was not creditable as qualifying service under the System. In arriving at
this conclusion the Board noted that this service could not be applied under
provisions of Paragraph b. (11)(c) of - since already25)(d1A9a
a firm offer for other employment. The Board therefore recommended that
not be designated as a participant in the System.
6. The business portion of the meeting adjourned at 2:20 p.m.

7. Following adjournment of this portion of the meeting
Chief, Retirement Counseling and Placement Staff, Office of Personnel,
appeare as a Guest before the Board and gave a general briefing of the acti-
vities of his Staff. During this briefing gave each member of
the Board various charts and listings relative to e program and results of
the efforts of his Staff. Following this briefing there was a short question
and answer period.
