The Board reviewed 19 cases of employees who had been nominated for designation as participants in the System, 1 request for voluntary retirement, and 2 requests for disability retirement. The Board took action as follows: a, Recommended designation as participants of the following named employees who have completed more than 15 years of Agency service: 25X1A9a 25X1A9a 25X1A9a 25X1A9a b. Recommended designation as participants of the following named employees who have completed at least 5 years of Agency service: c. The Board next considered the nomination of for participation in the CIA Retirement and Disability System based par- 25X1A9a tially on domestic qualifying service. has performed 29 months of overseas qualifying service. This case had been considered by the Board at an earlier meeting, however the Board at that time indicated that due to the limited information made available they were unable to determine whether his service qualified under the provisions of paragraphs b.(11)(b) of 25X1A9a - Since was not contemplating retirement the Board did not consider paragraph b.(11)(c). In the memorandum from it wa~5X1A9a 25X1A suggested that the Director was fully aware of the nature of 25X1A9a employment, therefore this case was forwarded to the Director for his deter- mination regarding qualifying service. The Director indicated that he had 25X1A9a reviewed service in relation to the criteria for qualification for designation as a participant in the System and determined that this ser- vice is qualifying under the provisions of paragraphs b.(ll)(a) and/or b.(11)(b). In view of the fact that it has been established that 1A9a has completed 60 months of qualifying service the Board recommended that he be designated as a participant in the System. 3. The Board next considered a request from for25X1A9a the deferment of his retirement, under the CIA Retirement and Disability System, from 31 August 1969 until 31 January 1970 based on personal finan- 25X1A9a cial reasons. stated that he wishes to take advantage of the substantial added benefits to which he would be entitled should the civil service retirement bill (HR-9825) now before Congress become law by 31 Jan- uary 1970. He further stated that he understands that if this request for extension of his retirement date is approved, no further extensions will be granted. The Director of Current Intelligence, with the concurrence of th~5X1A9a Deputy Director far Intelligence, stated that he endorses re- quest for extension of his retirement date provided that the "understanding5X1A9a in his memorandum is firm. He further stated that he finds 1 proposed new timetable for retirement no less convenient than his original timetable and notes that they will probably not be able to release his re- 25X1A9a placement from his current assi nment until late fall. In discussing this case the Board noted that: (a) request was based on passage of HR-9825 which is civil service egis a?ion and does not pertain to the Agency System, (b) he was approved for participation in the System based on a period of domestic qualifying service primarily under the provisions of 25X1A which is contemplated only in view of imminent retire- ment, (c) at the time he was considered for participation in the System the Board took into consideration his statement that he would retire by 1 July 1969 if he was approved for participation, (d) the Board also considered at that time the statement of the Director of Current Intelligence that from a managerial standpoint he sees several advantages in terminating 1A9a service prior to the time when he will be eligible under Civil , (e) following approval of his designation as a participant he signed an application far voluntary retirement effective 31 August 1969. The Board concluded that an extension of retirement based entirely on the possibility that HR-9825 may be acted on favorably by the Congress and that the provi- sions of that bill will be approved for the CIA Retirement and Disability System did not seem appropriate. Mr. Me loon cast a dissenting vote in this case. 4. The Board next discussed a recommendation from the Deputy Director for Science and Technology for the further extension of Mr. John J. Crowley's retirement, under the Civil Service Retirement System, from 31 December 1969 until 31 December 1970 based on a need for services. The DD/S&T refers to a memorandum for the record signed by the Executive Director on 30 October 196$ which states that the purpose of the memorandum was to record the fact that the DD/S&T, the Director and he all agreed that with Mr. Crowley's con- tinued fine performance and good health, they would want him to remain on duty with the Agency pending completion of the high priority projects under way in the Office of Special Projects. This memorandum further stated that against this background the formal request for a further extension, presum- ably until 31 December 1970, should be processed at the appropriate time. The Board recommended that Mr. Crowley be granted a further extension of his retirement date until 31 December 1970 based on the need for his services. 5. The Board next considered the nomination of 25X1A9a 25X1A6a to the Office of Policy Coordination of the Clandestine Service X1A6a ties of this Agency abroad. The final case considered by the Board was a request from 25X1A9a for the deferment of her retirement, under the Civil Service Retirement System, from 31 May 1970 until 31 May 1972 based on com- 25X1A9a passionate reasons. stated that her husband has been an in- valid for over 12 years, t ey are entirely dependent on her salary plus her husband's social security, and if she continues working until she is 62 she will be entitled to social security benefits in addition to her retirement 25X1A9a annuity, If retires in May 1970 her annuity would be $2,684.00 per annum, T e Director, Central Refernece Service stated that 1A9a performs her duties in a highly satisfactory manner, has a good attendance record, is in apparent good health and is interested and enthusiastic about her job. Her position is not of such a unique or specialized nature that they would experience undue difficulty in recruiting and training a replace- ment. It is further stated that for the reasons indicated and in view of the current chronic shortage of clerical employees, CRS would be pleased to have her services for an additional two years. It is therefore recommended, with the concurrence of the Deputy Director for Intelligence, that 25X1A9a retirement date be extended until 31 May 1972 on the basis of a nee -or er services and the fact that the Agency is short of clerical personnel, and the financial hardship involved, 11. The Chairman advised the Board that had 25X1 Aga submitted an appeal to the Director regarding the Board's and the Director of Personnel's determination that he was not eligible for participation in the System and concurrent mandatory retirement. 12.
