The 157th meeting of the CIA RETIREMENT
BOARD convened at 2:30 p.m. on Thursday, 29 April 1971, with the
following present:

MR. FISHER: The Minutes of the meeting of
1 April. Any problem with them? (No response.) If not, they
stand as drafted.
Item 2. A - and we can combine 2. A. and 2. B. ,
I think. Eleven individuals who have completed more than 15 years
of Agency service and appear to meet the criteria for designation.
And one employee who will complete 15 years in September 1971.
Recommend approval.
Second.

Is it the regular procedure of
this Board to advance entry into the System for somebody who doesn't
yet meet the qualifications?
MR. FISHER: No, but it's considered six months
ahead of time, but it doesn't get jelled until he has his 15 years.

to make sure he stayed overseas and did get the service.
MR. FISHER: Let me get the timing straight here.
Which comes first?

but he is not entitled to an election at this point.
MR. FISHER: Your point is, he is fully qualified

Yes.
MR. FISHER: Has he applied?
No. He has been nominated by
Commo. Before I put him in the System five months from now,
I'll make sure that he stayed overseas long enough.
MR. FISHER: In a sense it really isn't that unusual.
This is a man who is eligible by current criteria to be in the System.
When the time of the 15 year review comes if he doesn't have five years
of qualifying service he is put out of the System. In other words, if he
had only 11 years, you wouldn't be raising the question.
However, if he had been put with
this Group C here, I would not have put my question.
MR. FISHER: As a matter of fact I think he more
truly belongs with group C.
Right.
MR. FISHER: You're right, Jay.
In any event, we have a motion and approval.
Then we have Group C, which is 20 individuals
who have completed more than five years of Agency service and appear
to meet the criteria.

He meets the criteria for the five years but he has only 13 months prior
to reaching 10 years, and he can't possibly complete it. But he could be
off on an assignment by that time which could give it to him. So, I
think he meets it. And we could always take him out if he didn't make it.
MR. FISHER: Yes. Okay, I think that's all right.
Did we get a motion, then, on C?

MR. FISHER: Item D. has
applied for voluntary retirement on 31 May 1971. He is 57 years old,
has 24 years of Federal service, 20 years of Agency service, and 76
months of qualifying service.
Now, Murray has a number of voluntary retire-

Did you see the figure we had
on the percent of quota we have used? It's 40 and one quarter percent
of quota.
MR. FISHER: Incidentally, in terms of ceiling
we're okay - we will be below ceiling as of 30 June, as an Agency.
Does that mean, then, that the
involuntary retirement program stops?
MR. FISHER: No, because on 1 July we will be
over ceiling again.
Next, Item 3, is

requesting a two year extension under the Civil Service Retirement
System. She is a GS-7 card punch assistant supervisor. She indicates
that if we give her an extension she will be 62 when she retires, with 30
years of service.
She apparently took out a second mortgage --
Or I have to assume it's a second mortgage, because she says in 1963
she and her husband mortgaged their home for $13, 000, and then she

So will the Board give
me authority, then, to talk to and see if we can satisfy
25X1A13eourselves that these were ~~~~~nd that he had some
operational type trips that we could count, and if so that we go ahead and
bring him into the System. And only if I see a problem here will we
hold the case over until the next meeting. (The Board members
agreed to this procedure. )
