1. The Board approved the minutes of the meeting of 7 October 1971
as presented.
2. The Board considered the cases of 17 employees who had been
nominated for designation as participants in the System, 6 requests for
voluntary retirement and 2 recommendations for involuntary retirement.
The Board took action as follows:
a. Recommended designation as participants of the following
named employees who have completed more than 15 years
of Agency service:

3. The Board next considered the Fifteenth Anniversary Review of
who will complete 15 years of Agency service on
28 January 1972. is currently on an overseas assignment and
as of his 15th Anniversary Date will have completed 59 months and 20 days
of overseas service. His current tour does not end until August 1972.
The DDP/OP recommended that be retained in the System
pending completion of 60 months of qualifying service. The Board recommended
that be retained in the System subject to a review of his case
in February 1972, at which time he should have completed 60 months of
qualifying service.

stated that the principal reason for this request is the fact that her brother,
who retired last year, is recuperating from a major illness and depends on
her for financial assistance. She also stated that there are several necessary
items in the house that her mother and brother occupy which need replacing,
and which cannot be replaced without her financial assistance. She further
stated that her mother and brother need a new automobile, which will also
require her financial assistance.
The Director, Central Reference Service stated that, although
does not possess a unique skill, CRS can continue to make
good use of her services should her request be approved. D/CRS forwarded
this request without a recommendation. The Deputy Director for Intelligence
stated that he does not recommend any extension of retirement.
The Board could find no undue financial hardship in this case and,
since request was not supported on the basis of a definite
need for her services, recommended that the request not be approved.
6. GSF-07, Finance Assistant, Office of
Finance, requested that her retirement, scheduled for 31 December 1971,
be further deferred until 31 December 1972 for compassionate reasons.

18 years of creditable service. She was previously granted a deferment
from 15 July 1971. husband is 70 years of age and is
retired on a monthly annuity of $321. 00. She stated that two of her sons
have graduated from college and her third son is now enrolled in his third
year of college. She concluded that a one-year extension would not only
enable her to help offset her son's college expenses, but also to overcome
some unexpected home repair expenses.

The Director of Finance stated that, although work
is of high quality, he has no basis for recommending that her retirement
be postponed. She is not irreplaceable and her retention would block the
career progression of other employees. D/Fin, with the concurrence of
the Deputy Director for Support, recommended that request
be disapproved.
The Board could find no undue financial hardship in this case and,
since request was not supported on the basis of a need
for her services, recommended that the request not be approved.

7. The next case considered by the Board was the request of
25X1A9a for designation as a participant in CIARDS
based on approximately 15 years of domestic service with the Office of
Security. The Board initially considered this request at its meeting of
7 October 1971. At that time the Board tentatively concluded that
25X1A9a did not meet the criteria for designation as a participant
25X1A9a in CIARDS. was advised of this tentative conclusion and
was given the appropriate time within which to submit any additional
25X1A9a information which he considered pertinent. On 7 November 1971,
submitted a memorandum which noted receipt of the
memorandum advising him of the Board's tentative conclusion and restated
the reasons he feels should qualify him for participation in CIARDS. After
25X1A9a further discussion of initial request and the information
25X1A submitted in his memorandum of 7 November 1971, the Board concluded
that, in accordance with is ineligible to be
designated as a participant in CIARDS because he has already reached
his 60th birthday (Subject became 62 years of age in September 1971) and
25X1A9a because he has not completed the required 60 months of qualifying service.
The Board therefore recommended that not be approved
for participation in CIARDS. 25X1A

8. The Chief, nominated 25X1A
25X1A9a for participation in the CIA Retirement
25X1A9a and Disability System. who is 62 years of age, has completed
more than fourteen years of overseas qualifying service and meets all
other criteria for designation as a participant, Although 25X1A9a
was technically eligible for participation in CIARDS in early 1969, the
period of his service from May 1954 until 31 March 1961 was as a Contract
Employee covered under Social Security and was therefore not creditable
for retirement purposes. If he had been designated as a participant in 1969
he would have been required to retire under the mandatory provisions of
CIARDS with only eleven years of creditable service. However with the
enactment, in December 1970, of a bill that permits a period of Government
service previously covered by Social Security to be credited for retirement
25X1A9a under all federal retirement systems, now has over twenty
years of creditable service for retirement purposes. states 25X1A
that in order to qualify for participation, an employee must not have reached
25X1A9a his 60th birthday. C/DO states that, the fact that through no fault of his
own, id not receive credit for the additional service until
after he was 60 years of age should not prohibit him from receiving the
benefits of the retirement program which was established specifically for
Agency personnel who performed the very type of duties that he was required

the Deputy Director for Plans, requested that an exception be made to the
age restriction specified in with the understanding that
is subject to immediate retirement.
25X1A9a In view of the fact that was only recently credited with
25X1A the additional seven years of creditable service and only recently returned
from an overseas assignment, the Board recommended that the provisions

participant in CIARDS with immediate retirement.
