The Board approved the minutes of the 3 February 1972 meeting as presented. 2. The Board considered the cases of three employees who had been nominated for designation as participants in the System and two requests for voluntary retirement. The Board took action as follows: a. Recommended designation as a participant of the following named employee who has completed more than 15 years of Agency service: 25X1A9A b. Recommended designation as participants of the following named employees who have completed more than 5 years of Agency service: c. The Board next considered a request from Mr. for participation in CIARDS based partially on domestic qualifying service. 25X1A9A has completed 47 months and 15 days of verified overseas qualifying service. Therefore, in total the Board concluded that had completed six months of domestic service which was cualifying; which added to 47 months and 15 days of overseas service would give him a total of some 53 and one-half months of qualifying service. The Board, therefore, recommended that TOT be approved for 25X1A9A participation in CIARDS based partially on domestic qualifying service. 4. The next case was a request from for25X1A9A designation as a participant in CIARDS base partially on domestic 25X1A qualifying service. Ihas completed 50 months and one day of overseas qualifying service. She also stated that the constant shortage of receptionists leads her to believe that she is needed in her current position. 25X1A9A 6. Mrs . I I GS-05, Information Receptionist, Office of Security requested that her retirement, scheduled for 31 July 1972, be further deferred until 31 July 1973 for compassionate reasons. Mrs. who will become 61 years of age in July 1972, was previously granted a deferment from July 1971. Mrs. stated that her finan 25X1A9AR cial situation is approximately the same as 1 9'Z0 d h The Director of Security (D/S) stated that in an attempt to assist Mrs. SECRET Approved For Release 2002/08/26 : CIA-RDP78-03092AO01000060001-1 they canvassed the Agency for a suitable contract position which would supplement her retirement income. A position was located in the Information Services Division, and she was accepted for contract employment by that Division. in ;Tanuary 1972, she declined to accept this position be- cause of personal inconveniences and the reemployed annuitant -provisions which would limit her income. The D/S recommends that request not be approved and cited as his reasons; the fact retirement was included in the Office's plans for red-action of Receptionists positions; the fact that she has been offered a contract position, which she turned down, and that a. further extension at a time of decreasing manpower ceilings would appear inconsistent. The Deputy Director for Support concurred in the recommendation of D /S. The Board could find no undue financial hardship in this case and, since Mrs, request was not supported on the basis of a need for her services, recommended that the request not be approved. 8. Mr. GS-13, Logistics Officer, requested that his retirement, scheduled for 3 June 1973, be deferred until 3 April 1974 for compassionate reasons. Owill become 60 years of age in June 1973. - stated that his UBLIC life insurance coverage will not have been in orce or ten years until March 1974. He referenced a "memorandum regarding retirement 2A9A )olicy dated 30 April 1968. F_ I and he stated that it is imperative that he have the coverage provided by the UBLIC policy at least until his younger son completes college. He con- cluded that, since his annuity will be only 48 percent of his current salary, he will be unable to secure other employment which will offset the difference between his current salary and his retirement annuity. 25X1A9A I 25X1A9A 25X1A9A 25X1A9A '25X1 A9A 25X1A9A This memorandum, from the Executive Director-Comptroller and approved by the Director of Central intelligence on 3 May 1968, sets forth certain general agreements regarding retirement policy. One of these agreements stated that, "there is a small group (12) of Agency employees who will not have 12 years of creditable service by their scheduled retirement date. We feel that these employees, as a group, should be permitted to remain on duty until they accumulate 12 years of service when they earn the right to continue important statutory hospitalization and life insurance coverage. The Director of Logistics (D/L) stated that, although he cannot justify the retention of on grounds of operational requirements, his services could be fully utilized if his request is approved. D/L further stated that, based on financial situation and his strong perfor- mance record, he feels that there would be ample justification to recommend an extension for the short period requested on a compassionate basis. D/L also stated that apart from operational or financial reasons, it would appear teat reference to the Retirement Policy memorandum of 30 April 1968 would warrant the most serious consideration. D/L concluded that, although that Policy addresses itself to insurances established by statute, by extension the stated policy could cover all Agency-sponsored insurance requiring an extended pre-retirement contributory period. Based on the foregoing D/L recommended, with the concurrence of the Deputy Director for Support, that equest be approved. In discussing this case the Board noted that if etirement were deferred his UBLTC coverage upon retirement would only amount to $5, 000. 00 and that at best this would provide for only a portion of the educa- tional expenses for his two sons. The Board indicated that they did not feel ,at the referenced retirement policy could be applied to any insurance other than those established by statute. The Board concluded that Mr. Odid not meet the tech- nicall requirements for designation as a participant, since he had not per- 25X1A formed the required. 60 months of qualifying service and since there are no provisions, under which permits waiver of qualifying service as a criieria for designation as a participant. The Board, therefore, rec- 25X1 A9A ommended that Mr, eque st he denied. 10.
