In addition to that which it contained in the job description at now written. Under general direction of the Assistant Director, Office of Operations, P-8, has complete delegated authority for planning, organising, and directing the world-wide functions of the Foreign Broadcast Information Branch which is charged with the responsibility for performing "all Federal eonitoring and processing of foreign and clear tenet radio broadcasts and such monitoring of foreign wireless transmissions in recognized international codes as are required for the collection of intelligence information related to the national security." To accomplish this mission the Chief, FBIB, attends Secret and Top Secret ituation Lectures by Research Specialists, Ambassadors, Military Attaches, etc. and reads Secret and Top Secret Situation Reports in order to keep abreast of the world situation. By knowledge gained through this means and by maintaining and directing liaison with top-level officials not only in CIA but in the State, Navy, Army and Air Force Departments, establishes inte.ligence objectives to be accoakilished by the monitoring system. On his own responsibility and initiative directs the activities of the organisation to as to obtain the maximum intelligence information in accordance with the knowledge gained through the method outlined above. F81B is the sole unit of the U.S. Government which is charged with main- taining, for the Government, up-to-date data on the foreign radio stations of the world, and for the analysis of each station to include the total number of hours broadcast each day, the percentage which is devoted to items which may be of intelligence value,language and frequency on which the station broRd"s, who controls the station, and its characteristics. At present the Tokyo Bureau, furnishes an average of 9,300 selected words per day to G-2 Far last Command in Tokyo; and 4500 words per day, principally of intercepts from Northern Korea, to the Commanding General, U.S. Armed Forces in Korea. The Aawaii bureau furnishes the Coazaanding General, U.S. Any Forces, Mid-Pacific in Bawsii with some 20,000 words per day. The London Bureau furnishes a summarised daily round-up to the lsbassdors and 11111tary Attaches in London and Paris and to the Commanding uaeerale of the U.S. zones of occupation in Germany and Austria. Special studies have also been prepared in Landon for the Secretary of State during the London Conference and daily round-ups for the representative of the Secretary of State now attending the Freedom of Information Conference in Geneva. Of approximately 10000000 words broadcast daily by 2,000 foreign trans- mitters, ThIS field stations, together with BBC in London, monitor approximately 2,)O0,00O words per daay of which a selected 100,000 are filed to Washington which office is, as well as the field stations, in operation 24 hours per day, 7 deyc per week. In Washington, a selected 15-20,000 words are transmitted via teletype to the International Broadcasting Division of the State Department in Now fork. The Washington office selects, edits and prepares for distribention api roximately 75,000 words per day for the 78I8 Daily tteport and Weekly Surveys, which Surveys constitute a factual analysis of U radio broadcasts. Some 1300 copes of the Daily Report are published daily and 350 copies of the Weekly Sur'vt-y are published weekly. Special Reports which constitute factual analysis of the large volume of broadcasts on a particular subject are prepared and issued as dictated by world affairs and events. These are prepared either an the initiative of the Chief, FBIB, or in reply to specific collection requests calling for handling of highly classified information. Such special studies have included furnishing the Secretary of State special reports prior to and during the Moscow and London Conferences; special reports prepared for the Director of CIA for transmission to the President on reactions to the President's speech of lurch 17th, and many other important subjects such as the Truman Doctrine, the Marshall Plan, *to. The Chief, F8I8 is responsible for the personal inspection and direction of the field stations and their coordination with the other intelligence activities of the U.S, and British Intelligence Service and Broadeastinng Cora oration. Such responsibility entails high level conferences with such policy-making officials as G-2, Far Eastern Cosmaand, ?okyro, the Commanding General, U.S. Army Forces, id-Pacific, Port Shs,fter, T.14., the Ambasvadors, and kilitary Attaches in London and Cairo, the Colonial Governor and staff on Cyprus, the Director of the British Broadcasting Corporation Monitoring Service, representatives of the British Intelligence Service, and others. One such station is near completion at Reseda, California, to which the present Portland station will be transferred in the near future. Three additional new stations have been approved by the Director and are to be constructed during the next 12 monthat one on Okinawa to replace Kauai, one on Cyprus to replace the one in Cairo, and one at Redgeneck, Md. (near Fort Washington) to replace Silver Fill and coMbine, in the interest of efficiency, certain parts of the operation now in the Washington office. This involves the expenditure of approximately $2,000,030 during the next few months, in addition to the norasi FIB expenditures. TSIB monitors a total of approximately 30 language, has a total of 350 employees including foreign nationals, and spends approximately $2,10W#000 per year.
