delineates the functions of the Requirements Branch, OCD, from the liaison
functions of FBIB. Under this agreement FAIR is permitted to%

matters pertaining to the FBI.! published reports within the scope of
intelligence requirements set forth in approved requirement directives,
Technical matters are understood to cover contacts with users to explain
or discuss matters falling within the following categories.
1. The availability and choice of FBIB material furnished
