Under this agreement FAIR is permitted to% a. Ikintain working contacts with consuming agencies on technical matters pertaining to the FBI.! published reports within the scope of intelligence requirements set forth in approved requirement directives, Technical matters are understood to cover contacts with users to explain or discuss matters falling within the following categories. 1. The availability and choice of FBIB material furnished pursuuiaat to requirement directives. as Vuestiona concerning transmission, garbled passages, identlfioation of name, words, phrases, etc. in broadcast material furnished pursuant to requirement directives. b. maintain working contacts as technical matters with various agencies pertaining to material reierred to as "special services," "studies," and "speoial distrriubtion of material net otherwise published or disseminated."
