1. On 14 July 1946 Colonel Jest, Si;;ial Corps, Department of
the Army, Chief of the Army Comewaioations Service, telephoned mo to
advise that communioations faoilities in Frankfurt were very olose
to becoming overloaded. 1 stated that P313 traffic from London
oonatituted a substantial part of the overall volume and that he was
taking the necessary steps to install additional circuits, which he
anticipated would be in within 30 days. He requested that FBIB make
every possible effort to refine its selection in London so as to
reduce as much as possible the F!I8 volume of traffic carried over
the Army Signal circuits.
E. I advised Colonel Guest that we were anxious to increase
our volume rather than to decrease it and that we were already
reducing from 900,000 words received in London to something less
than 30,000. I also advised him that our consumers were constantly
requesting more information rather than less information, tut that
in view of his difficulties and with the understanding that our
volume could be increased again after installation of the circuits
which he mentioned I would make every effort to hold our volume
dome.
3. The London bureau has been properly instructed with reference
to teas matter.
