Okinawa Project.
1. This will aolanowledge receipt of your s amends dated 19 July and 23 July, ,194$.
2. Our general feeling is that we aay have same fwd gents with the Okinawa
project due to the way the construction will be handled. iowever, we believe the
best procedure is to continue according to present plans and see what the bidders
feel they can do the job for. One point can be taken up informally with the
ldogineors by you there, The point is if it would be advisable to advertise the bids
for the tions construction a separately from the housing nos structi25X1
sear . The advantage would be that if the bits ran too high fOe25X1
the whole job and they ware not advertised separately, it would be necessary to re-
advertise, to have any part of the whole job done. If separate bids are received, and
the am :vas over 1.1 Billion, it would be possible to award the contract 25X1
and the arrange for local engineers help with Okinawan labor to build the housing and
still got the whole job done for not more than 1,1 Billion dollars. Stn*vei, it is
possible that bidders would ask more to do the whole job when bidding an the two parts
separately than they would if it were all. an one contract. Please explore this in-
formally and if it seems desirable, have the bids lot on the two parts separately.
The present setbod of handling the job as planned by the engineers seems to us
not too desirable because of the following reasoonst
a. If a contractor other than a repeatable and well kaean an. gets the award,
he say flop the job duo to insufficient esperience and little knowledge of Okinawa.

technicians an Okinawa such before January 1, 1949. Oar present authority for Okinawa
covers three technicians, CAF-7, an temporary duty of six months. This period can be
extended when it is seen that such extension will be necessary. Our present schedule
