In reply to your letter of 2 December 1948 in which you request
instructions as to whether BBC personnel are to be attached to the Medi-
terranean Bureau and what their duties and status will be, I shall answer
your question in this manner. First of all, it was agreed ,;the first
meeting of the BBC Monitoring Service and ?BIB held in Caversham on
20 May 1948 that the BBC and 7BIS should have the right to post members
of their staff at each other's station for the purpose of selecting
material to meet their requirements. In accordance with this agreement,
it was further established at the second meeting of the FBIS-B4.{C Moni-
toring Service Coordination Committee on 10 November 1948 in hashing..
ton that the BBC would post a liaison staff on Cyprus to insure maximum
coordination with operations at 3averaham and to assist in the organi-
sation and development of the new station.
It should be clearly understood that members of the BBC staff posted
at I-yprus are to be there on a consultant rather than operational basis
in that they will not occupy regular T/0 positions and that they will
have no authority with respect to details of the station's operation.
Every effort, of course, should be made to cooperate with the mem-
bers of the BBC staff insuring that full use be made of their technical
knowledge and experience.
The assumption that the monitors, who may be recruited and trained
in r_ngiand will be strictly FHIS employees, is correct. These employees
will occupy established T/0 positions and will perform their duties in
the same manner as any other FBT' "e a1byye r. You are also correct in
your assumption that the personnFj' t nc~n Mr. .'rose refers in his oor-

your staff.
