Beferencet Acting Chief. Fawaii Bureau now dated 15 December 1948.
1. Specifications reviewed in paragraph one of reference memorandum
are essentially correct. However, the hardening coat of concrete on rest-
dence quoasot floors does not absorb moisture. B2perlsn*e an the alto
indicates there is no danger or hasard from use of this type of flooring
in housin{; units.
2. Use of fibre or is Scala rags is recommended on concrete floors.
Dry closets are necessary primarily to protect lesthergoods, such as stored
shoes, belts, straps, camera cases, etc., fan sold. a kitty in
D.C. Is high enough to asks such a precmttien necessary during the saamer.
3. A waterproof membrane an the operations building floors Is necessary
to keep asphalt tilo from peeling off due to moisture content of unhardened
or untreated concrete. Since, asphalt tile is to be used, it was uaasoessary
to provide the same type of hardened surface concrete as will be used in the
residences.
