Please refer to Frampton's aemorandua to, you dated 1 November 1948
with referenoe to the now Washington to London circuit. I believe we
oovered all the points in question when you were here. However, I had
intended to reply in writing also. I think most of the questionable
phases of axis operation have now been straightened out and this letter
may be entirely unnecessary. Nevertheless I will, for the record,
restate ray feelings and understanding of the "Points to be taken up and
cleared are these" contained in the latter part of Fraapton's msmarandua.
"(a) Who orders and pays for additional channels (question of
obligation)?" - We agreed to ray not to exceed $25?000 for the remainder
of this fiscal year for our share of the cost of this circuit. I forwarded
you under separate cover a copy of our randtwa of Understanding with
the Army Coasamioations Service vnioh should answer this question.
"(b) In view of shared Coaaaaunioation Section, does t'5I8 get use on
now channel, or only via Frankfurt? Does the system remain in force - if
not how about staff and shared facilities in local Fire Room?* - It
USI8 is also using Arq facilities, this is an ArsCt Conunloations network
deoisioa. It is of no concern to us what other traffic goes over this
channel so long as our volume and spired are not interfered with and so
long as we would not have to employ additional personnel to handle the
terminal*
"(o) Will Military procedures (JAIJP.127) remain in force - with
same routine indicators as presently in use?" - This is still an Army
circuit and I see no reason to change rrooedures.
"(d) We shall need additional repertorator tape (oi U t
the Mtlattaohe relays. Will this be supplied from Militarrstrr
should we requisition from our sashington office?" - Since this is
still an Army circuit, any f6.4itional supplies needed should Dome from
Army sources.
