AGNIINtCY
This Is in answer to your letter of 19 November 1948 regard-
tag your employment by FBIE.
Immediately upon receipt of your letter I caused a check to
be made with proper officials of the Agency in an attempt to de-
termine the status of your processing. I learned that everything
is going according to plan, but that the wide extent of your
travels and past employment have caused your security chock to
require somankat longer than had been expected, and that no defi-
nite prediction can be made as to when your full clearance will
be effected.
In making the above check, however, I learned that sufficient
data on you had been assembled to'pormit your employment under
provisional security clearance. I have therefore requested your
appointment on such basis at the earliest practicable date.
The following conditions would apply to your employment under
provisional of arance s
a. Appointment would be temporary, subject to cancella-
tion without notice, until full security clearance was granted,
at which time you would receive a regular excepted appoint-
b. Pay, leave, retirement benefits, *to. would all be
the sam* as under regular appointment.
a. iployment would necessarily be in Washington until
you were fully cleared. At that time, and based en operational
aosds, we would then determine whether or not to give you an
overseas assignment.
