SUBJLCT: Meeting in Now York with BBC.
1. At the request of Malcolm Frost, Director of the BBC Monitoring
Service, and with the approval of the Chief, 78I8, the writer traveled to
Now York on November 16/17, 1948 to discuss the application cif 11318 tech-
nical equipment and procedures in radio monitoring with representativet
of the BBC. The people conferring wares

2. A Beni-technical description of the BBC Monitoring Service set-
up had been given the writer by Mr. Frost. Mr. Frost had indicated, as a
result of his inspection of the FBIBs Reseda, California station and a
description of FBIB technical setup plans for the hedge Neck and Okinawa
stations given him by the writer, that the BBC Monitoring Service technical
setup was 4 to 10 years behind that of the 1BIB. Mr. Frost was anxious that
BBC engineers learn of the latest equipment and techniques the F1II3 was using.
3. The equipment and techniques which Mr. Frost seeks to adopt from
FB18 were discussed with Mr. Bishop. Mr. Bishop stated that he was not well
enough acquainted with the details of the BBC's Monitoring Service to at that
time properly evaluate the problems involved. lie suggested that tar. Leslie
Hayes, Head of the BBC Overseas Engineering Information Department, who is
now in Mexico City at a Telecommunications conference, visit the FBIB Reseda
station and confer in Washington with the writer to bring bacx to the BBC in
London the necessary technical information to aid BBC in their planning of a
new Monitoring Service station. A message was dispatched to Mr. Hayes by
Mr. Bishop, requesting the former to plan the visits referred to above. The
Chief, IBIS was to be contacted lV Mr. Hayes to set up the arrangements.
4. Mr. Frost felt that this conference was profitable for his service
in that it presented his technical problems and-IMID's accomplishment of such
problems to the Chief Engineer, BBC.
