1. On or about 11 October 19,48 1 interviewed Mr. Lesser with
reference to the subject memorandum. Ar. "easer opened the discussion
with an admission that he had been entirely wrong in his impression that
was responsible for the reduction of the clerical staff in 25X1
the Monitoring Section, and that he now understood that this change had
been directed by the Management Branch, CIA. I advised as 25X1

trouble to draft such a memorandum, it would be much simpler if
