'Ie have been successful in ftntabliahing a pool in our own
hasement where personnel 4ith , priviaional clearance, including
typists, teletypist3, editors ar i monitors, are working. This
helps us here in Washington somewhat, but it does not free any of
the fully cleared and trained personnel for transfer to overseas
assinm+nts. I am quite concerned about this situation but fear
that I am going to be a long time in straightening it out.
pith reference to your specific situation, it is still my
intention to transfer emd to Cyprus when the 25X1
station ie activated. In view offs unexpected return, it 25X1
would be a great help to us if iould agree to post- 25X1

with your approval. I realize that you have some reservations abuut
having her assigned to the London Bureau. 0evsrthsless, the is an
outstanding editor and it would be very difficult to deny her this
assignment if she wants it. I leave the management of her performance
in London to your good judgment and in your good hands.
