Cipher Instruction
1 March 1949
1. Further to n, Was 13 Jarmary 1949, arrangements have
now been c mpletred through Communications Division, 050, with
Army Security Agency to provide cipher facilities and instruction
in the use of cipher to selected personnel of the Tokyo Bureau.
An ASA instructor will be mace available in Tokyo for a period of
approximately 10 days in the near future for this purpose. Pre-
cise arrangements including name and date will be made by cable.

Cipher methods and aatortals will under no circumstances be
c ommnioatsd to other members of the 1 ureau staff without prior
approval from this office.

b. A restricted room to which only cipher personnel have
access while cipher work is in progress.
