Chief of the Mediterranean Bureau purely for personal reasons so that
a friend of aim and Oftsral Sibsrt's could be put in his place and
er, that this friend was very incompetent. I them advis
that I did not consider it appropriate for us to discuss the
competency of other employees in FBlkte
To was outwardly hostile during the entire interview,
and with a sl stow of temper stated that he perhaps had not carried
his case as far as he could or wewid, and hinted in a vague sort of
my that he might bring sow tu*ter pressure upon the agency concerning
the treatment which he alleges he has rccoiwd.
8. I then advised him that we had absolutely no o?Jeeotion to his
pursuing any proper course of action to have his case revived, that
his return to the States had nothing to do with personal feeling, and
that his resignation from this organisation was entirely voluntary.

9. ~ stated that on at least one ooooasion when he applied STAT
for a job he was told that he could not be" the job because he had had
considerable difficulty with as in the past. I advised bin that I bad
been called twice with reference to this record= once by the Department
of the Amq and ones, by the voice of emerioa, and that I had given an
appraisal of hie in accordance with the contents of the foregoing
paragraphs, that I did not specifically recall relating the difficulties
which we bad had, but that I should not hesitate to do so if any govern-
mental agency inquired of as whether or not there had been any such
difficulties. I also advised Met that I considered it my duty as a
government employee to give ' honest opinion of his qualifications and
capabilities to any other govemsaosnt agency considering his employment,
and that I would do so in all sues.
10. ~then asked it I had any objection to his telling
prospective employees that I had only Imam his for a short time and
that aty statements were based upon wry short acquaintance. I told him
that I had no objeotion whatever to such action, and the interview was
terminated at approacimataly MIS, 16 p.n.
