appears well devised for the purpose of enforcing attention to
targets and of checking individual editorial pe~rfbrnsaos. It is
approved for experinental use to the extent you find practioabie.
2. It in desired that target rrferenoe mabsrs not be
cabled, but that a report on the effectivemrss of the procednrr,be
atibmitted at the end of a sufficient test period.
