I wish to caution you to use all possible tact and good lodgment in
order to atroid beoaring ~,nvolved in this squabble. I feel confident
that necessary ad~ustsisnt-s with respect to plans and spesitioatioaa
for Lhe (3kinawa p~t~oaeot can be worked out locally betwen ycn and
~ and the representativss of the Engineers. Horwnrer, it such an
effort shovM fail and it appears that aqy phase of the PHIS pro~eat on
Okinawa is suffering due to the internal squabbles of the Enginers, I
