l- The 37th meeting convened at 11;OO hours and the minutes of the 36th
meeting Were approved with the following additions:
Paragraph 5:
Navy: Lt. Cdr. McKinney stated that they have no reguiremente for

2. In answer to previous requests that an effort be made to allow FDD
reports to be produced in unclassified form, the Chairman suggested .that FDD
reports carrying abstract form might be published with a classified cover and
instructions that "the report as a whole lo classified but individual item in
it are unclassified unless specifically deal wtet othercwise." The Subcommittee
agreed that this would be helpful and the Chairman stated that this will be done.

3. Near East, South Asia and Africa Programs
State, Army, Navy and CIA representatives made suggested modifica-
tions or qualifications in these.programs as submitted. Now programs for
Near East, South Asia and Africa incorporating all these suggestions are
attached to these minutes as Tabs B and C.

5. Referring to the India, Pakistan, Afghanistan program, Mr. Bauer
stated that contrary to their previous statement of no need on India and
Pakistan Army would like the publication "Halal" of Pakistan exploited. FDD
agreed to do so. He also suggested that information of Soviet penetration in
Afghanistan would be more useful if reported in the Afghanistan report as veil
as in the more general report, "Selected Briefs from the International Press."
The Chairman stated that such items could be carried in both publications an
an exception subject to a general review shortly by the Subcommittee of the
"Selected Briefs."
7. Scientific Abstracting:
Maj. Donelan stated that he asked at this time for a consideration
of the Scientific Abstracting Program. Mr:.Pughe presented Air Force's position
as follows:
In the four months since the agreed abstracting program started certain
facts were evident which seemed to justify a review of the program. Some
publications were now clearly of little or no intelligence value. Many articles
in useful journals are,.obviously of no intelligence value; therefore, selective
abstracting of agreed titles should be considered rather than a "cover to
cover" effort. (See Tab G)

should by examined with a view to their elimination from the program:

The Chair .n distributed a list of all Soviet scientific and technical
periodicals received at this time and the currently agreed list for abstracting
and by whom such abstracting is being donie. This will be an aid in the review
of the problem so that it may be considered by the Subcomaittee in three weeks
time on 12 Novez'ber 19514.
