Apprc~gv d For Release 001/08/28 :CIA-RDP]~W03130A000100030011-0 L i&IDENTIAL CON IDE dT TAL NAVY 11 March 1955 ONI DECLASSIFICATION/RELEASE INSTRUCTIONS ON FILE 1. The following reports are utilized constantly,, a. "Soviet Military Information from Krasnaya Zvezda and Other Publica- tions". This publication is used constantly. Information, particularly bio- graphic, is extracted from each issue. Other types of information of Navy interest include: training, organization, uniforms, and insignia. b. "Transportation and Communications in the USSR". This publication is used constantly; information is frequently extract- ed. It has been of considerable value in developing intelligence on Soviet merchant ships, their condition, disposition, and activities, as well as those being produced. Its distribution has been satisfactory. 2. Item t.F. under a!D Program for the USSR indicates that this report will be published monthly and will be arranged by type of transport and by type of ' communication. Such a reorganization of the contents will greatly facilitate use by various recipients, and publication on a monthly basis will no doubt prove satisfactory. 3. While the Periodic Report on USSR Domestic and Foreign Trade is of secondary interest, its continued receipt is solicited, especially when merchant shipping is either directly or indirectly involved. 4. "USSR Agriculture, Weather, Forestry, and Forestry Products" and "Annual Report of Crime in the USSR" are of no use to the Office of NTaval Intelligence and could be eliminated. 5. The proposed e_Ctension of coverage (IV Military) to include SOVETSKIY FLOT is especially desired. 6. Present distribution is satisfactory except as follows: a. Time lag in the most helpful of all FDT) summaries, "Soviet,1ilitary Information from Krasnaya Zvezda and Other Publications", is at present ex- cessive., but this has been steadily decreasing and working level liaison indicates that this deficiency will be eliminated shortly. 7. Present format, content, etc. is satisfactory, but any extension of cover- age downward in the rank structure of naval officers reported vaould be of con- sider, ble assistance. Names and allocation of small river vessels fall into the same category. 02.. ,. It is not clear just what is meant by this state- ment. Naval Attache, Moscow does some scanning of periodicals for timely articles which are worthy of immediate attention. The Office of Naval Intelli- gence further scans papers for specific bits of information. These items may be of special or temporary interest to a small section of ONI only. Such items as photos and charts are not available in any other way. In certain cases this is done to fill gaps in coverage (see pares,-raph 7 above). This work in the field of exploitation of USSR periodicals woald be much more accurately describ- ed as complementary rather than duplication of effort.
