MEMORANDUM FOR: Chairman, ACFLP Subcommittee on Exploitation
FRC 1: CIA Member
SUBJECT: Contract Exploitation
1. In the course of several discussions between - of
the USSR Branch, FDD and various members of ORR who are concerned
with Foreign Language Exploitation, there have been several types
of approach to contract exploitation which, if carefully selected
and carried out, might permit certain economies within FDD without
sacrificing the present effectiveness of the overall exploitation
program.
2. It is suggested that the following categories of contract
arrangements be considered in connection with individual exploita-
tion problems:
A. One or more periodical sources would be selected in
advance and exploited in a uniform manner under a
continuing contract. The finished product would be
transmitted to the consumer without review.
B. Specific periodicals or portions of periodicals would
be thoroughly indexed according to Reader's Guide or
similar standards. In most instances there would be
no discrimination according to quality of individual
items.
C. Selected sources would be made available to a contract
translator qualified linguistically and substantively
to select significant items or to summarize the signi-
ficant elements of longer articles.
D. Publications would be scanned by FDD, or perhaps in
some instances by a consuming unit, and significant
items would be marked for translation on contract.
E. Entire publications or entire articles would be for-
warded for translation on contract.
