escape-and-evasion utility to the West.
A. Education. Extension of coverage on graduate
study program and research at higher educational
institutions.

Extension of source coverage to major political
journals, scientific journals, and specialized
newspapers.
B. Extension of categories of personalities to include
other selected oblast-level party and government
officials.
