Howard G. Neumann, Air Force 1. The 54th meeting convened at l400 hours, and the minutes of the 53rd meeting were approved with the following amendments., a. Page 2, next to last subparagraph, third line, after "State Department" insert "intelligence Office." b0 Page 2, p ph 4, line 9. delete "political" and insert "exploitation." 2m Review of "Requirements not now being met." The Chairman said that answers on this question from the members had not been sent in on time to make a collation for the Com- mittee. He felt that in view of the new aspects of administrative cuts It was incumbent on the Committee to be most.precise in clearly indicating what type of priority accompanies each stated need. He said'that we can now make the collation but that the Ccnmmittee ought to consolidate the whole problem and perhaps the best way to do this in to start the review of the programs and incorporate in this review a careful examination of priorities so we can be sure of allocating all man; wer to the most important work A Only in this way can we be certain that we are meeting the highest priorities, then we can show what should be done in addition to top priority work. The Chairman stated that FDD can prepare consolidated reports by area for the assistance of the members. These reports will contain what is being done by known exploitation facilities including the manpower and products of each. The Committee can then recommend current manpower allocation and wind up with a statement of the con- sidered opinion of the specialists in the intelligence community which can be provided to the next echelon with the results of the whole investigation. Mr. Lacey felt that FDD's statements would be of greater value if the manpower allocation were keyed to the inter Agency "Priority National Intelligence Objectives" (DCID 4/4). The Chairman said this can be done. 25X1A9a desired that a review of sources covered be incorporated in reports. The Chairman said this will be included. Mr. Lacey queried as to how we would cover such intangibles as quality of performance against subject matter, and the Chairman thought this could be arrived at by discussion. During discussion of the approaches to the anticipated review Mr. Lacey suggested that the examinations proceed under four general areas, viz. (1) the Soviet Bloc (non-scientific programs), (2) Sino- Soviet Bloc (scientific and technical), (3) the Communist Far Fast and (4) non-Bloc states. Mr. Lacey presented a motiot, which was seconded and unanimously agreed upon as follows: "That the Committee adopt a second review; that the Chairman prepare working approaches as a guide for the review encompassing the current programs, keyed and related to DCID 4/4, including manpower and availability of sources." 3. The members agreed upon returning to the two weeks schedule of meetings, After a review of the problems of transliteration the Chairman requested the members to survey their respective agencies as to the use now being made of the Transliteration Handbook and their comment as to objections in case it was not being used so that a collation can be made and a report prepared to the Advisory Committee on Foreign Language Publications as requested.
