Westgn cont'd The members' comments on the Chairman's proposal (50th meeting) of review of the Web-tern Europe program in the light of over-all Agency priorities were as follows: State: Mr, Lacey stated that he would Me to reaffirm State concurrence in FDD's proposals in the Western E ope program,: He continued that it was hoped that another provisional period of FDD reporting would be undertaken to see if the potential can be realized through closer liaison and more specific statements of of State's needs* Mr0 Lacey presented a specific statement of needs which is attached to the Committee record. Biographic report- ing was particularly helpful. the coverage was almost too detailed and reached too low a level. They would like to see biographic coverage of government officials below "Bureau Chief" in the Foreign t1inistry only when they were con- cerned with diplomatic matters. For other ministries they are not interested in personnel below bureau chief. -2- CONFIDENTIAL The Chairman stated that he had had a request by State and Army to bring before the Committee the subject of coverage of Civil. Defense, Western Europe* Mre Lacey and Hr. Bauer stated that this had been mentioned to them in somewhat vague terms and it was better to leave the matter for treatment under specific or ad hoc requests Arrays MMr. Bauer stated that while the FDD reports were not useful for current information they were useful in the background information reported. Army would like to see coverage of reaction to U. S. military developments and policy. As to the question of FDD's transfer of Western European effort to more urgent areas, Army's Western European people felt that they would lose a good deal of value but would make the sacri- fice and go along with such a transfer in light of over-all priorities. Navys Lt. Nyce concurred generally with Army's state- ment but would like to see Finland covered, as FDD's reports provided unique information on the arena NSA: stated that NSA was willing to see the Western European effort transferred to other areas of higher priority. The Chairman stated that the consensus of opinion was that FDD should transfer as much manpower as possible to more critical areas and devote the effort of the remainder to very specific needs. Bauer stated that Array' had no requirements except on North Korea, and while he knew that P1)1) like would report military information when it appeared, Army dislike this category added as a heading in the program The Chairman stated that this would be done. Navy: Lt. Nyce stated that the program is very satis- factory to Navy and should be continued. CIA: stated that the reporting of FDD is useful but CIA would like to see a further breakdown under North Korea to include Foreign Aid, Banking, 1M3ning, Heavy and Light Industry, Agriculture, Commodity Price Changes$ and Population Data. 25X6 NSA: 0 stated that the coverage is good. North Korean "government changes" are good but tthe Teccoonomic" coverage is more extensive than is needed by SA. no interest in economic reporting on South Korea but the coverage of "government" and "biographic" is useful. Inter- national issues are thoroughly covered by other sources and FDD should not take the time to cover this subject. The C:haairman summed up that the current report is useful and should be continued with a further breakdown under "Economic/North Korea" as stated, and a section headed "Military." FDD should avoid reporting on international issues. 5a Latin America State: Mr. Lacey had found that the semimonthly report is useful but its current usefulness was impaired by the time lag between reporting and the date of publication of the source material. The Bolivian reporting is especially useful, that on the Dominican Republic is excessive, Colombia and Chile are duplicative except for electric power in Chile, and the reporting on Argentina is of little or no valued State concurs in the proposed changes, Detailed statement was presented by Mr. Lacey and is a part of the Committee record. Army: th?. Nyae stated that the reporting is of little value to Navy except the Latin American item in "Selected Briefs- from the International Press" on Communist front activities, East West Trade and Smuggling, which are useful. CIA: stated that CIA proposed the deletion of 2, b,(1)"information from the Cuban newspaper and the previously requested "References to official visits and courtesies of Latin American governments to Dominican Republic," but would like to see the remainder of the reporting continued. LISA: stated that reporting on national political events is useful* International political events are reported from other sourceso Local events are of no interest. More coverage of Peru and Ecuador on national political events is needed. The Chairman: The consensus of opinion indicates that FDD should continue the program, with.the deletion of 2s b,(l)and pro- posed 1, es adding the detailed changes of State Department and expanding the coverage of Peru and Ecuador if possible. 6 The Chairman distributed a euz eyy questionnaire" of Eastern European press monitoring, which he requested the members to circulate among their analysts and get as many answers as possible so FDD could determine the extent to which these . repor-ta -?satisf~r current require.; rc nte. The Subcommittee on Exploitation of Foreign Language Publications was appointed by the Advisory Committee to assist it in all matters of its mission dealing with the exploitation of foreign language publications. It is therefore construed that the Subcommittee will concern itself with Paragraphs 2a and 3 of NSCID No. 16. It shall, be the aim of this Subcommittee to: ao Examine the requirements and priorities of the intelligence agencies for information from foreign language publications and the present activities (1) and methods of exploitation (2) of foreign language publications with a view to determining and recommending what steps need to be taken to provide the intelligence community with a sound coordinated- program for the ectio Z of needed infor- mation from these sources. bo Examine present coordination of translation services and recommend any steps necessary to improve this coordination, co Examine thereafter periodically the exploitation program and the coordination of translation services so as to advise on their effectiveness) and recommend any variations or alterations in coordina- tion, procedures or priorities due to changing needs or conditions. (1) It is understood that present activities refer primarily to established organizations providing service in extraction, including external contractual arrangements, of raw information from the exploitation of foreign language publications and whose products are disseminated or generally available to the intelligence community. While the research work done by the offices primarily concerned with the production of finished intelligence is an important phase of foreign language exploitation,, it will not be covered by the examinations of this Subcommittee. (2) Exploitation of foreign language publications includes the preparation in English of annotated bibliographies, abstracts of articles or publications, extracts or summaries of specific information in publications, selective trans- lation of key portions of publications, compilations and collations of specific information from a variety of publications and the use of special approaches and techniques to derive or synthesize information required and available from foreign language publications.
