The minutes of the 19th meeting were approved.
2. Machine Trea ti9u
The Chairmen distributed examples of X1M machine translation
for the purpose of cison, as follows:
a. Copy of an article from Pmyda.
b. An T4 translation of the article, done in October 1959.
c.. The most recent IM run of the some article.
d. A translation of the article. as it is expected to appear
fallowing introduction of new IM programing techniques.

e. A commercial translation of the article, done by
Consultants Bureau.
The Chairann informed the Committee of a time stu3y currently
under way in FM to determine what combimtion of qualifications best
equips an individual to postedit machine translations. Accordingly,
four goups of people have been selected to edit XBM and Georgetown
machine runs. One a oup is composed of individuals knowing both chemistry
and Russian. A second. group knows chemistry but no Russian. A third
knows Russian but no chemistry, while the fourth knows neither chemistry
nor Russian.
The Chairman pct reported on the development by

The is essentially a double aperture system with recog.
nition based on peak light transmission. While theoretical speed was
stated to be 1,000 characters per second, effective speed in tests
involving change over of fonts and lost time in nonrecognition was
nearer 150 characters per second.. Since the machine handles 12 type
fonts it should be able to dcci. adequately with any type of Russian
textual material. The change of fonts is mechanical.
The machine stops if it does not recognize a character in the
text, and indicates on a panel the character which has not been
recognized. When this occurs the operator must visually ascertain
the nature of the character and press a button to resume operation
of the machine. Consequently, Gmyhs, equations and the like which
the machine does not read must be masked out of the text. 'thus the
reading speed of the machine depends to a barge degree on prior
preparation of the textual material as well as the clarity of the
print.
Xbpnat is required to be on microfilm. thxtput is on magnetic
tape to permit direct feed into the XI machine translator.
3. Far Bast Progrom
All mem1mrs attending expressed the general satisfaction of
their respective components with the present Ftar East Program and
r oos~naded no major changes. Specific comets concerning the reports
comprising the program follow.

Weekly Report on Communist China
State found the statistical and economic data in this report
most useful. An expanded political and sociological coverage was
suggested, and inclusion of more reporting on Outer Mongolia as
information becomes available.
CIA desires more detailed economic reporting and emphasized
political coverage at both national and local levels. The series on
govertnment organizations is particularly useful.
D3 litany Information Report on-Communist China
State interest is centered in articles concerning military
policy, disarmament, militia and security forces.
CIA requires sustained emphasis on military reporting at both
central and local levels, in particular information on military theory
and on relations of the military with the civil population.
_Yndustrial Plants in Co ist China
Little interest was shown by a - of the members of the
Committee in this report.
J&'nthty Information Report on Borth Vietnam
State, RSA, and CIA stressed the usefulness of the chronology,
biographic data, and party pronouncements appearing-in this report.
It was acknowledged to be a primary source of information on party
and govertm ant at the provincial level.
Abcthly Indonesian Press Syr=
State described this as the most useful report available to
analysts concerned with the area. Concentration on the provincial
press was particularly appreciated.
WA anted that the value of the report vas diminished
somewhat by the tine lag in its receipt.
CIA interest In the report lay primarily in the official
pronouncements and biographic data.,

State found this report to be productive of information
not available elsewhere, and useful in support of the NI: program.
The CIA view was that the report could be discontinued.
The Chairmn said he would assume that only State Department desired
this report, unless he was informed otherwise.
Information on Laos
State and MA ambers inquired concerning the fate of this
report, and were informed that receipt of source publications stopped
after three reports were Issued. BSA expressed interest in reporting
on Laos and Cambodia, and was assured that reporting would be resumed
if publications become available.
State would like to see more information on forth Korea.
Air Force member asked whether adequate coverage was being
afforded Ch3Com scientific publications in view of the rapid advance
of science in the CPR.
The Chairman referred to the results of a survey conducted
some months age whereby it was determined that 60 percent of the
scientific data appearing in ChiCom publications involved reprints
of Russian or U. S. material, and the rest dealt primarily with hygiene
and agricultural science matters. Be thought, however, that another
survey might be appropriate at?this time. In this connection he noted
that the National Science Foundation is proposing a national symposium
on Chinese science for aoxt autumn.
Air Force member was questioned concerning the status of the
ChiCom STEP program and replied that it was pry easing, but with
some difficulty because of firer problems and unavailai ity of
some publications. The number of journals races USAF
from 34 to 19, and in actuality the 25X1
are producing the abstracts are only a e provide complete coverage
of about 8 Journals.
While Air Pbrce does not plan to afford general distribution
to the abstracts for bt tary reasons, CIA will receive copies for
further dissemination, the details of which will be worked out between
Air Force and CIA.

he would review present coverage.

for the proram that the two Africa reports currently in the program
be combined. Members are requested to lbrin ; this propoaol to the
attention of analysts concerned.
