1. The minutes of the 17th meeting were approved.
2a The Chairman informed the Committee that he had disagreed
with a proposal by Chairman of CWIB that COD1, CE LP, and DIX I8
engage jointly in preparing a paper on emergency planning.
3. Receipts of ChiCo publications through Bong Yong apparently
were bock to oormrri1, after cessation during November 1959 caused
speculation that the Chinese were imposing, at an early date, the
export ben on publications weed for Zan=y 1960. Whether the
ban Mill take effect remains to be seen. Receipts throetIbscow
have shown
no chan-
4. The Array member noted that the publication Liberation
Warrior had not appeared on the lisle of publications export 1,a
Ffe-= or B LA iRarapeea Satellites.
5o The ]levy member proposed that a letter be drafted by the
Chairman thanking or his services as Secretary
of the Committee. The Committee concurred in the proposal.

6. The Chairman anaovnced that Planning Research Corporation,
under an IM contract, is surveying the volume of ?overnment-wide
requirements for translation. Since intelligence community require-
ments form a significant portion of the total, an associate of the
Corporation has asked the Chairman for an estimate of the annual
volume of p ges required by U53$ components. To assist Camittee
members in preparing their individual estimates, the Chairman dis-
tributed tabular forms providing spaces for page estimates by
category, language, area, type, and source. estimates will be
collated later without identification of individual USIB components.
Members agreed to submit their estimates by 29 February. In return
for USID figures, Planning Research Corporation has offered to provide
the Chairman with figures on total Q.S. Government translation require.
nrents, and provide copies of machine runs being made by pages,
lenguagcc, and subjects, on the Consolidated Tmnslati iz Survey
7. Bloc Scientific and Technical Program

State Department and Air Force members had no specific
oomsents on the program.
Army analysts are generally veil pleased with both quality
and format of the scientific reporting. Bever, one group of
analysts whose requirements out across several disciplines, fbund
the use of the Scientific Infer tion Report time consuming In its
present format ear rem in order of preference:
a. Return to old format, if possible,
b. Introduction of a "highli rts" section in present format,
c. Inclusion, or attachment of an Intelligence Index.
The Chairman observed that reinstatement of the old format,
involving a chnngs in classification, was met feasible since 026
offers the publication on subscription. On the other hoa:xi, some
adjustments to provide high1Lgxite or indexes my be possible. The
problem still be studied with ON,
The Army member reported analysts' general satisfaction with
the author index of the CI'8, and expressed interest in a semiannual
index of the SIR according to institutes, authors, and general subject
headings.

the record listing in priority order the NU requirements for
abstracts and translations of Soviet scientific and technical
journals. WA specifically requested complete translation of Yye
?XZSf4 and Yo.'yen-, lip to include letters-to-the editor.
Chairman suMested that some amber mid be willing to provide the
funds necessary for this project, whereupan the EA member ststed he
thought BSA might herre the required funds.

CIA expressed satisfaction with content of the current
program, but would appreciate an accelerated dissemination of reports.
6.. The State Department member announced that the Madames of
Le Stwoe and 3.e Nxde , which were displaced from the JPRS program
repo s of hi&aer priority, had been determined to be so Important
to State its that their reinetatemeatt in the program would be
urged by memorandum to the Committee, The Chairman obsern3d that
reinstatement of the Indexes could only be accomplished by dropping
scene, part of the present JPMS program.
