TIME AND PLACE OF MEETING: The meeting was held in the Office of Security on 10 April 195 2. ATTENDANCE: 3. A meeting was held on 10 April 1958 inl loffice to discuss the present status of the "Wire Analyzer" presently being developed by TSS/APD for the Office of Security. 4. The undersigned demonstrated the initial packaging of the "Wire Analyzer" unit and explained its operation to Messrs. Each test function of the unit was discussed in detail. The undersigned also explained the laboratory type tests which have been conducted on the unit and presented curves and data which show the unit's capability in finding compromising devices on power, telephone, or microphone lines. 5?I Iboth expressed their satisfaction with the progress to date. They both expressed the opinion that the Office of Security could put the analyzer to use immediately even though all concerned agreed that the present package is not that which should be turned over to their people for operational use. envisions the use of a few of the present packages for the following. a. Indoctrinate their people in the use and application of test equipment of this nature. b. Begin immediately a familiarization program for their instructors. who will be teaching the use of this equipment. c. Conduct further teats and evaluate the results which are obtained by using this type equipment. 6. A brief discussion was held concerning the future development of the "Wire Analyzer". Generally, all agreed that additional work on the unit would depend to a large extent upon the reception given the present analyzer by the security people. However, future refinements and re-design were given consid- eration and will continue. A three-phase program for the unit was proposed: Phase I: Obtain a small number, ten or less, of the present units as quickly as possible. Phase II: Consider refinements size reduction, simplification, and eion of the present unit. This phase will consider various "unique" or simple operating techniques and/or presentation of findings which may be incorporated to allow an unskilled operator to use the unit and obtain maximum results. 7. ACTION TO BE TAKEN: a. will initiate a request from his office that APD 25X1 proceed to have a small number of the present units built. b. The undersigned will initiate proceedings within APD to expedite the construction of the units. It is proposed by the under- signed that be offered the building of a few "Chinese copies" and that be asked for their suggestions and possible contributions to proposed future development of this type equipment.
