SUBJECT: (Proposal for a Terrain Warning
Device
REF~RIIQCE: Memo for C~PP from C~TSS dated 4 December 1956,
subject, "Terrain Warning Device"
1. The subject proposal was considered by the DD~P Materiel
Board on 15 January 1957. The Board recommends that your Staff
conclude negotiations with for the development
program as outlined in paragraph 3 of reference memorandum to
include the production of a prototype with the general charac-
teristics of the device described in the proposal attached
thereto .
2. The Transportation Working Group is presently formalizing
a development or such a device. Therefore, the
contract with should be sufficiently flexible to
permit such mo ca on as may be necessary to include any
operational characteristics stated in the formalized develo~ent
requirement which are not presently included in the
proposal.
3. I lof your Staff has been furnished a copy of
the development requirement for this device in preliminary form
to assist him in concluding negotiations with Westinghouse.

Subject: Terrain Avoidance proposal

Letter Dated 21 December 1956
The referenced letter submitted a proposal for Terrain Avoidance
Systems which has subsequently been revised eliminating Item 4, flight
test of a breadboard model,
Forwarded with this letter are two copies of our revised proposal
x-30342 covering the following items of work:
Item (1) Study phame to result in detailed specifications of the
Terrain Avoidance Equipment.
Item (2) Develop, fabricate and perform tests of a breadboard model.
Item (3) Fabricate one developmental flyable model.
Delivery is quoted as Follows:
Item (1) -One month after go ahead.
Item (2) -Thirteen months after go ahead.
Item (3) -Thirteen months after go ahead.
The delivery of Items 2 and 3 is predicated on no del be
in the approval of the detailed specifications level ~ ~ incurred
opal under Item 1.
For this effort a fixed price quotation, subject to xede.te~~tion as
outlined in contract FL-3011, of $525,429 is submitted. This
includes profit based on 796 of the estimated cost. Cost Analys a for each
