MEMORANDUM FCfft: APD PANEL
SUBJECT: Obstacle Warning System
1. In accordance with the attached memorandum from C/PP,
it is requested that the APD Panel set up project P-196, Obstacle
Warning System.
2. Proposals have been discussed with and they
are shortly going to submit one covering the design, development,
and construction of a prototype 3-color X-band radar device.

SUEJECT: Investigation of Terrain Warning Devices
1. The dangers inherent in flying aircraft at miniznam sate
altitedes make it imperative that a terrain warning device be pro-
cared to assist crews In the completion of their hazardous missions.
Z. Accordingly it is requested that your staff initiate a program
looking toward the development of techniques and devices having the
following capabilities:
a. Present to the crew an audible or visible warning of
obstructions in the flight path.
b. Present the warning in sufficient time to allow for
corrective action.
e. Be of a mature to be operable during adverse weather
conditions, inch as snow and rain.
d. Has minimum dstectability by enemy counter measures.
e. Be of such weight and size as to be easily installed in air-
craft.
f. B. adaptable to the electrical power systems in the RD-69.

forwarded to T$S when compiled.
4. Sine* the RD-49's are currently being modified for operational
use, it is requested that the Air-Msritixne Division be informed of any
devices which meet the above criteria and are readily available for
instsUstion. While an interim system would be acceptable initiallyl,
since it is anticipated that this r quiremeat will sadat for the next five
or seven years, it is d.sir*ble that a sophisticated system meeting
the criteria listed in paragraph 2 above be developed. For additional
