an informal conference was held by personnel of this Office with a
representative of to discuss a
ground communications system developed for TSS. In attendance at
this meeting were:

and was project engineer on the ground communications system. This
equipment was developed in 1954-55 as a secure communications system
to transmit 30 kc signals through the ground for short range (one
mile) CW communications. TSS is no longer interested in this system
and has turned its two field sets over to this office for possible
exploitation. A field test has been scheduled for April at the R&D
Laboratory to determine the operational value of this system and
especially the atmospheric radiation, if any, of the equipment.

under severe operational limitations, principally the requirement
that the set be man-portable and powered by a self contained recharge-
able battery source. He stated that increased efficiency of the
system might be possible through the use of a dielectric reflector
buried in the ground behind each set and indicated that his company
was willing to submit a proposal describinvz the work they would like
to do under a further study contract. said that FI is 50X1
interested in a ground communications system for voice operation over
a 5-mile distance, and was ready to submit a proposal 50X1
on this requirement also. He was toldlhowever, that no proposals
were desired at this date and that this Office was interested only in
a full evaluation of the equipment already delivered to TSS. 50X1
