Proposal to Make Chinese Copies of

1. Recently in liaison contacts with the 522nd MI, G-2, and the
7982nd USAREUR Liaison Group, we have observed a small mechanical keyer
which they are considering producing for use in connection destine
commo 9rerations. This keyer was loaned to them from local offices
and/or sources, which source we are not certain. A more detailed 50X1
description of this keying device will be forwarded in a later pouch.

2. The 522nd representatives have proposed that build 50X1
one hundred of these keyers for the 522nd. Chief has advised 50X1
the 522nd that they do not have the capability for such production.
The above information prompted the thought in that possibly Head- 50X1
quarters would consider favorably a plan to produce a number of Chinese
copies of the . system on market. It is believed, 550X1
many at Headquartem will agree that there are many manufactors 50X1
who excel at this type of model-shop work.
3. Considering the above, it is recommended that KUCLUB consider
policy factors which might be involved in Chinese copy production of
the
on th market and advise Chief as to whether
he should proceed with obtaining estimates, etc., essential to establish-
ing financial support for such a program. We i ontinue to have
a very active enthusiasm for the [' in fact, we are more enthusi-
astic about it as time and experience permits increased use and test of
the unit here.
4. Because of the very active requirements for this type of equip-
ment, we will be most appreciative if Headquarters will give this proposal
