1. C ? CA's plans to conduct a series of RS-13 tests between
Berlin and ave been given careful consideration at Headquarters. 50X1
It is assumed that the purpose of these tests is to train base station per-
sonnel in RS-13 reception techniques as well as to provide further opera-
tional testing for this equipment. After weighing the many factors involved,
we are forced to conclude that the tests should not be undertaken at this
time, Rather, reduced distance tests, taking the necessary precautions to
reduce the chance of enemy interception, should be employed. Such tests
should provide sufficient opportunity to evaluate the sets performance and
train Base Station personnel in reception techniques.
2. Our objective in limiting 115-13 use in your area is to deny know-
ledge to opposition intercept services of the planned use of this equipment.
This is the first operation in which RS-13 equipment is to be employed and
it seems desirable to keep it under wraps as much as possible or at least
until an operation is mounted. The element of surprise in using such equip-
ment is debatable, however, weighing the advantages against the disadvantages,
it appears that we have more to gain than lose by minimizing on-the-air use
of this equipment in EUCA at this time.
3. The 115-13 radio operating procedures are being finalized at Head-
quarters and will be forwarded when completed. Your comments and suggestions
will be welcomed.
