The progress was discussed with the following cognizant personnel: 2. The subject task provides for the fabrication of 15 IN-7 time event markers (TFM) and the development of one ruggedized IN-7 prototype (TIIvi-A ). Initial development of the IN-7 was accomplished under RD-76, Task Order C. The TFM and the TFM-A are miniature time code generators controlled by the watch movement. In the TEM the watch is driven by a manual wind spring which when fully wound will provide operation for a 60-day period; i.n the TIIUI-A the watch is driven by an electrica]~,y operated solenoid which pulses the watch winding mechanism once per minute. In this manner operation of the unit will continue for a period determined by the life of the external battery source. When TII~i or TEM-A is electrically interrogated, a series of pulses is presented at the output terminal. This is a binary coded time group representing the number of elapsed minutes from the time of activation. The TIIK and TFM-A will be used with ELINT systems to denote the time that sample signals are recorded. 3. The status of the fabrication of 15 IN-7 prototypes was reviewed. A total of three unite have been delivered prior to this trip and one unit was delivered to the writer during the trip. The eleven remaining units are complete]y assembled with the exception of two units which are missing multivibrator electronic packages. Seven units have failed to pass the test at room temperature. One unit passed room temperature test but failed to pass high temperature test, and one unit passed tests at room and high temperature and was current],y being tested at low temperature. The loss of the supplier of the multivibrator electronic packages was then reviewed with the contractor. The contractor has located new possible suppliers and has regUested bids for the fabrication of six multivibrator units. queried the writer whether or not it would be possible for the Agency to supply the units or make arrangements for a supplier if it is impossible for him to locate a su lier which can deliver in a reas- onable time. The writer informed that it 'ble; however, the delivery time may also be unreasonable. as requested to inform the writer as to the outcome of the solicited bids so that a decision can be made on what course of action to follow. This task was due to be completed on 31 December 1959. The contractor has submitted a request for a time extension to 28 February 1860. This task also provides for 15 sets of operation instructions and manuals. stated that they are now near completion. !~. In view of the above the contractor was questioned as to the estimated delivery schedule and price of the ruggedized IN-7 prototypes. This would naturally changes to the unit from engineering to prototype models. estimated that three months would be necessary before any i ems co a delivered and the cost of the units would be approximately vD2,700 each for a quantity of 15 units, or X1,600 for a quantity of 50 units. In view of these assumptions it may be advisable to reduce the number of deliverable items under the 15 IN-7 fabrication phase of the task. This would probably be in lieu of providing additional funds for units which may be marginal in operation if the amount of difficulty which the contractor is experiencing may be considered as an indication. 5. The contractor has completed and delivered the engineering model of the ruggedized IN-7~engineering drawings and fabrication and test specifications. The final engineering report is being prepared and should be delivered before the end of December. Evalua- tion of this unit is currently being conducted by OC/SPS-EA.
