of performance of these systems has been presented to this com any, it
appears that the majority of the trouble has been with the System.
The link reliability has been quite intermittent and cannot be correlated
with any of the usual phenomenon which causes unreliable operation.
Since the link reliability seems to point to an intermittent failure
or to a possible mis-operation of equipment, it is proposed that this
maintenance program be divided into two phases. The first phase will
be aimed at diagnosing the trouble and the second phase will be to fix
the trouble and return all equipments located at two overseas locations
and at the Washington station, to optimum working condition.

The first phase will be to instrument the~Receive Terminals
with linear recorders and correlate all available received data in order to C
localize any malfunction. This will provide a linear recording of the de- Vl91
tected signals at the Receiver RF Terminal, a linear recording of the digi-
tal signals at the input to the data circuits at the Receive Data Terminal
and a punched tape from the Soroban punch unit. Any malfunction at
either of the receive terminals will be immediately detected and localized
(if possible, the fault will be immediately corrected), and if the malfunc-
tion is at the transmit stations, this will be detected. While it is not
possible with this instrumentation to specifically localize transmit station
trouble, general localization is possible and remedial action can be recom-
mended.
For the first phase, twongineers will be required at this
receive station, one at the Receiver RF Terminal and one at the Receive
Data Terminal. If the two terminals are at the same location, only one
engineer will be required.

The expense for this phase of the program is estimated to be approx-
