1. A conference was held
USAF on 6 September for the purpose of reviewing
proposal on the system. Among those present were:

Wright Field, Dayton, Ohio
Lt. Col. Shenk. USAF
in the office of Lt. Col. Shenk
The opening address, outlining broad principles of cooperation
between the USAF and CIA, was presented by Brigadier General
Yates, USAF. .
2. Technical principles of operation and design of the unit
were reviewed by personnel in attendance. It was agreed that:
a. The choice of operating frequency will be restudied
due to daylight operation requirements.
b. The power requirement will be restudied to a smaller
battery and to include a hand powered generator for
battery charging.
c. To include the design and construction of the receiver,
recorder, and decoding system as a part of the original
design.
d. will reconsider and resubmit
their proposal to U in the light of requirement
changes.
e. Development Section will write the specifications
for this equipment.
f. Col. J. H. Bpthrock will supply sample A.F. speci-
fications.

3. The problem of low temperature operation of storage batteries
discussed and it is apparent that further study will required.
