1. A review has been made of
relative to a ick Reaction Facility (QRF) for FY 58. Experience
with the Contract during FY 57 and comments from the liaison 50X1
officer indicate that is neither geared to handle nor very 50X1

interested in such a program, nor are we too pleased with the way
the contract has worked. As originally planned, was to set 50X1
aside a certain number of men to be ready to work on our crash re-
quirements. This has proven to be unworkable, due primarily to lack
of a sufficient volume of work, which not only wasted 50X1'
power, but reflected in excessive unit costs.
2. This does not imply that OF's are not urgently needed,
but rather a reorientation of our thinking is required in regard
to magnitude. I hesitate to use the term "service contract," as
I understand this type of contract may place a $2,000 ceiling on
any one job.
3. has excellent facilities for the design, fabrica- 50X1
tion, and measurement of highly specialized "one shot" equipment.
Additionally, they are geographically close and have shown a will-
ingness to operate on a day-to-day informal basis, which is very
important on "crash fabrication."
4. It is requested that your Division review the projects
proposed for the current FY and determine which facilities are
available in addition to 50X1
)) which would best provide the capability and reaction 50X1
e requirements. In addition to those facilities which are
known to have the manufacturing ability, it would be highly de-
sirable to have a few facilities such as CGS, which could pro-
vide some ingenuity and inventive self-expression toward the
solution of unique Problems.
5. Whether such facilities or services are called QR or
Service Contracts, I can only leave up to your interpretation;
however, it is not possible to operate under a $2,000 ceiling
per job.

7. Funds in the amount of $175,000 have been budgeted for during
FY 1958. Pending approval of the FY 58 budget, these funds will be
available under the 07 Category under Allotment 8-7912-50-600 for
$150,000 and $25,000 under Allotment 8-791240-652 for the QRF Pro-
gram. You are requested, after establishing the allotment of the
tasks outlined, to inform this office of your choice of facilities
versus task. Further specifications on the tasks set forth in para 7
may be obtained from this Division.
