With reference to the delivery of the R8-6 Modification Kits by in December 1953, and the subsequent three-month delay until-these items were placed into stock, I have several eoements to make. 2. Although the delay in this case apparently was due to faulty procedure within the Logistics Office, and although R & D accomplished all necessary routine action, nevertheless a few disturbing questions arise: In view of the priority action requested by DADCO and OC-O&d~ in this matter, should we not have checked closely on delivery of 25X1 these kits? It seems to me that could bi to deliver 25X1 and we would have been none the ser a the (i-58 Cable Adapter Unit snafu). What is wrong with our system (as opposed to Logistics') which permits a situation such as this to develop and go undetected? 3. While we obviously cannot follow every special procurement through to its destination, those familiar with the diverse ways of headquarters must consider the operational requirements of the field and then determine how far to go beyond the m{?i,mim action in a parti- cular case. In this instance it was, and is, the"responsibility"of the Research and Development Branch (as well as the Engineering Division) to insure that the RS-6 Key Click Modification Kits are not only pro- duced but also actually reach the field. 1. We intend to discuss this instance of long delay between the time a shipment was received at the Receiving Section at and actually placed into stock with the Logistics Office. Please furnish any facts required by Chief, C & E R B, who is collecting information pertinent to our discussions with the Logistics Office.
