MEMORANDUM FOR: DEPUTY DIRECTOR (PLANS)
SUBJECT : United Nations Meetings
Watching the television proceedings of the United Nations,
It occurred to me that it might be valuable to make a tape recording
of certain speeches and, at the same time, a moving picture of
certain sections of the audience, possibly with a telephoto lens.
Synchronising the speech with the picture would give us an opportunity
to see the effect of the speech on certain listeners, thereby enabling
us to get some idea of the things that they approve of, disapprove of,
or are not interested in. Many times the actions of delegates such
as Mr. K tend to dissimulate the real objectives, and it may be
possible that by observing the listeners' expressions continuously
we may get an idea of what conforms with the plan in their mind and
what does not. This would give us a lead as to their ultimate
objectives. Although this might be an arduous procedure. I believe
it is entirely practical in view of the existing public address systems
and the lighting which is available for television. In any event, it
might be an interesting experiment.
