SUBJECT: Additional Personnel to Service

1. In accordance with our conversation, Personnel officials of OPC
have been requested to supply us with information regarding future finan-
cial requirements especially with regard to personnel. We were advised
that such information will be submitted as soon as possible, however there
will be a delay since the OPC field T/0 is now under consideration, after
which the subject of their departmental T/O will be considered.
2. We were advised that the Projects named in the subject above are
the only ones on the priority list which are'large enough to warrant special
requests for additional personnel. We were advised there are many projects
under consideration involving a limited number of people
and that undoubtedly the agregate will require additional personnel. While
we were primarily interested in projects and agents, in the course of the
conversation it was discovered that consideration is now being given to in-
the staff employee T/0 of the.OPC r possibly

3. We understand and appreciate the advisability of limiting the num-
ber of requests for T/O increases and to submit over-all plans eliminating
piecemeal action, however we would like to point out that the offices which
we serve have been and are now increasing field T/O's on this individual
case, piecemeal basis which leaves us no alternative unless we are to be
granted a T/O considerably in excess of current needs on the basis of esti-
mated plans of the operating offices.
4. In view of the above information, and to avoid what we fear may
be a complete breakdown in the agent payment mechanics, we urgently request
priority consideration of approval for the Finance Division to recruit im-
mediately no less than the number clerical employees requested in our
memorandum of The lick of suci` persorine is at this moment
creating a serious hardship due to the fact that we av__des 11, 9 and 7
ap itors processing the _a ent_.payroll and cannot correct the situatUow be=
cause there simply are no clerical employees for this purpose. The regular
payroll is being increased so rapidly that no part of the agent payroll can
be absorbed. In fact, if this increase continues it will soon be necessary
to increase the staff to process the regular staff employee payroll. During
the period the auditors referred to above are detailed to the agent payroll
job their audit work simply cannot be absorbed by the remaining auditors.
Consequently, it is necessary to waive audit on a number of station accounts.
A backlog on other accounts is also being created. This action, as you know,
pyramids the problem since we will subsequently be spending considerable
time settling audit exceptions, etc.

5. We will appreciate any action you can take to expedite our request
to recruit additional clerical personnel. We would also appreciate your ef-
forts to obtain a priority with the Personnel recruitment office. At the
rate of present referrals of clerical applicants, it would take some time
to obtain these employees after the T/O is approved. We understand I&S, OSO
and OPC now have priority which may be the reason for the few referrals to
Finance. As pointed out above, we cannot state too strongly our opinion
that unless immediate action is taken we face the possibility of absolute
inability to pay a large number of agent accounts.
